Expedited Permits
In order to provide expeditious service to developers, the City of Modesto allows several options for expediting.
Online Permits
- Homeowners can apply for, pay for, and obtain water heater and reroof permits online
- Properly licensed contractors can apply for, pay for, and obtain water heater, reroof, service upgrade, and HVAC permits
- 24-7 Access to pay for permits and schedule inspections online

Over The Counter Permits
- Applicants can obtain most reroof, water heater, HVAC, electrical service, swimming pool, patio, and other minor residential remodel permits over the counter

Permits Express (TI Tuesdays)
- Allows permit applicants to schedule appointments to meet one-on-one with Building, Planning, and Fire Department plan review staff for the purpose of performing a plan review and initial approval for proposed simple tenant improvements.

Third Party Review
- Applicants may coordinate directly with any one of our preapproved consultants to develop an approved plan
- Third party review process can begin at any time even (at risk), even prior to obtaining Planning entitlements

Foundation-Underground Permits
- Developers of new commercial buildings or commercial additions can start underground and foundation work prior to issue of the permit
- Allows for early construction starts
- Work is considered at risk until construction documents are reviewed for compliance
Partial Permits
- Requires minimal screening of construction documents before commencing work on commercial tenant improvements
- Work can be started but work above the slab will not be inspected until the permit is issued
